Tomasz Drzał is a legal expert with extensive experience in renewable energy. He holds a degree in law from the University of Warsaw and completed the American Law Program at the Levin College of Law. He also holds a postgraduate diploma in taxation from the Warsaw School of Economics (SGH). Mr Drzał has been actively engaged in the renewable energy sector since 2007. As of 2025, he serves as President of the National Chamber of Energy Clusters and RES (Krajowa Izba Klastrów Energii i OZE). He is also President of the Fair Market Institute, an association promoting fair competition and good market practices, including in the renewable energy industry. He acts as Adviser to the Management Board of Neo Energy Group. He has authored numerous expert reports on distributed energy and the operation of energy clusters in Poland, including for the Zgorzelec Energy Cluster for Renewable Energy and Energy Efficiency, clusters associated with the Union of Municipalities of the Płock Region, the Copper Basin Energy Cluster, the Łęczna Energy Cluster, and the Jelenia Góra Renewable Energy Cluster. Mr Drzał co-authored the regional transition strategies for Lower Silesia and the Zgorzelec County, with particular focus on the Bogatynia and Turów areas. He is also a member of the Expert Panel appointed by the Turoszów Region Transformation Committee. As part of his work with the National Chamber of Energy Clusters, Mr Drzał provided expert consultation to the Polish Ministry of Climate on the amendment of the Renewable Energy Sources Act, specifically on legal provisions concerning the functioning of energy clusters. He has contributed to the work of the Expert Groups on “Just Transition” and “Eco-Transport”, within the Task Force for Industrial Development, Renewable Energy, and Economic Benefits for Poland, established by the Ministry of Climate. In 2024, he also participated in the meetings of the Task Force on Deregulation and Economic Dialogue under the Ministry of Development and Technology.
